This page has been prepared by C4S with funding from the Aggregate Levy Sustainability Fund (ALSF) administered by the Mineral Industry Research Organisation (MIRO) for the Office of the Deputy Prime Minister (ODPM).

The DCLG have recently published the Minerals Policy Statement 1: Planning and Minerals. This sets the key overarching policies and principles which apply to all minerals planning. A practice guide has also been published which should be read alongside MPS1. The guide offers examples and principles of good practice and background information to assist in the production of RSSs and MDDs. Both documents are available to download here.
The Department for Communities and Local Government have recently published a companion guide to PPS10 Planning for Sustainable Waste Management. The guide aims to support the implementation of PPS10 and to aid the delivery of waste management facilities. The guide can be downloaded here.
North Yorkshire County Council have provided a case study highlighting how they approached SA/SEA for their Minerals Core Strategy DPD. Click here to download the case study. For further information please contact Josh Fothergill at josh.fothergill@northyorks.gov.uk.
C4S has undertaken a project (funded by the ODPM Aggregates Levy Sustainability Fund, administered by MIRO) aimed at helping accelerate the learning of practitioners undertaking SEA/SA for minerals planning. The objectives of the network were:
- To increase the awareness and knowledge of SEA for minerals planning;
- To provide a web-based portal and e-newsletter to provide information and exchanging questions/problems/solutions on SEA of minerals plans; and
- To facilitate face to face networking to spread sound SEA practice in the minerals planning field through timely events.
If you would like to receive further information on the network please contact Clare Harmer on 01344 770451 or email charmer@trl.co.uk.
The ODPM have published Minerals Policy Statement 2: Controlling and Mitigating the Environmental Effects of Minerals Extraction in England.
C4S undertook research, through the Minerals Industry Technology Programme, into the application of SEA to the aggregates sector. The report ‘Techniques for effective strategic environmental assessment for local aggregates planning' is available to download from here.
The Office of the Deputy Prime Minister has published . This guidance is aimed at Regional Spatial Strategies and Minerals Development Documents. The Welsh Assembly Government has published guidance on a methodology for assessing aggregates demand and supply which is based on an environmental capacity approach. This is available on the website of the Welsh Assembly Government.
The Office of the Deputy Prime Minister has published guidance on Strategic Planning for Sustainable Waste Management: Guidance on Option Development and Appraisal. The aim of the guidance is to provide Waste Planning Authorities (WPAs) with a methodology to appraise their strategic waste planning options in terms of their environmental and socio-economic effects. The guidance is available on the DCLG website.
Initiatives & Research
The Centre for Sustainability (C4S) has undertaken research on integrated assessment of aggregate supply options. The project will provide a snapshot of the sustainability "burdens and effects" of different aggregates supply options and will also serve as an exploration of the potential further development and application of an integrated assessment process to improve understanding of the sustainability consequences of aggregates supply options. Please see the MIRO research programme website for more details.
The British Geological Society has conducted research into SEA and minerals planning. The project entitled SEA and future aggregate extraction in the East Midlands is funded through the Minerals Industry Sustainable Technology Fund and is due to be completed in April 2004. See the MIST website for more details.
